{"id":136,"date":"2017-02-25T09:08:56","date_gmt":"2017-02-25T17:08:56","guid":{"rendered":"http:\/\/www.thekyo.me\/?p=136"},"modified":"2017-02-25T09:08:56","modified_gmt":"2017-02-25T17:08:56","slug":"5-20-what-529-basics","status":"publish","type":"post","link":"https:\/\/thekyo.me\/test\/2017\/02\/25\/5-20-what-529-basics\/","title":{"rendered":"5-20 What?  529 Basics"},"content":{"rendered":"<p>If you&#8217;re interested in\u00a0this you&#8217;re probably a parent and looking to save for your kid&#8217;s future college fund and heard that a 529 is a great way to do it. \u00a0That&#8217;s awesome and from what I can tell mostly\u00a0true. \u00a0Given how fast higher education costs are growing planning ahead is a good thing, but is it always the right time? \u00a0Let&#8217;s dig in a bit more.<\/p>\n<h3>Should I open a 529?<\/h3>\n<p>First thing we need to look at is if the 529 is actually the right thing vehicle for you at this point. \u00a0Generally speaking I&#8217;d consider the 529 after you&#8217;ve\u00a0started contributing pretty heavily to\u00a0(and hopefully are close to maxing out) your own retirement savings accounts (401k\/IRAs as I&#8217;ve\u00a0<a href=\"http:\/\/www.thekyo.me\/2016\/04\/13\/iras-roth-and-traditional-which-do-i-choose\/\">discussed before<\/a>).<\/p>\n<p>If the above isn&#8217;t true, I&#8217;d suggest starting with\u00a0the more traditional retirement vehicles. \u00a0Both options\u00a0have similar preferential tax treatment, but the 529 is much more limited in its use.<\/p>\n<h3>What exactly is a 529 Plan?<\/h3>\n<p>Sweet so assuming you&#8217;re setting yourself up for retirement already let&#8217;s talk about 529s.<\/p>\n<p>From the\u00a0<a href=\"https:\/\/www.sec.gov\/investor\/pubs\/intro529.htm\">SEC&#8217;s website<\/a><\/p>\n<div class=\"mod\" data-md=\"61\">\n<blockquote>\n<div class=\"_oDd\" data-hveid=\"27\"><span class=\"_Tgc\">A <b>529 plan<\/b> is a tax-advantaged savings <b>plan<\/b> designed to encourage saving for future college costs. <b>529 plans<\/b>, legally known as \u201cqualified tuition <b>plans<\/b>,\u201d are sponsored by states, state agencies, or educational institutions and are authorized by Section <b>529<\/b> of the Internal Revenue Code.<\/span><\/div>\n<\/blockquote>\n<div class=\"_oDd\" data-hveid=\"27\">Sounds pretty good. \u00a0So essentially they are funds, usually run by the State, that grow and can be used tax-free on qualified expenses. \u00a0Ok, let&#8217;s dig in some more on the state funds part.<\/div>\n<\/div>\n<div class=\"_oDd\" data-hveid=\"27\"><\/div>\n<h3 class=\"_oDd\" data-hveid=\"27\">States and 529s<\/h3>\n<div class=\"_oDd\" data-hveid=\"27\">In general each <a href=\"http:\/\/www.savingforcollege.com\/529_plan_details\/index.php?page=plans_by_state\">state seems to run their own 529s<\/a>. \u00a0Note that while each state has their own program you do not generally have to be a resident of that state to use their program. \u00a0For example: To participate in the Utah 529 you do not have to live in Utah. \u00a0Note that some states do offer some tax deductions if you participate in their 529, e.g. <a href=\"http:\/\/www.virginia529.com\/features-and-benefits\/tax-advantaged\/index.php\">Virginia<\/a>. \u00a0In California, they offer no such benefits so I&#8217;m free to use any state&#8217;s 529 without feeling like I left something on the table.<\/div>\n<div class=\"_oDd\" data-hveid=\"27\"><\/div>\n<div class=\"_oDd\" data-hveid=\"27\">These programs let you choose from a selection of market\u00a0funds to create your portfolio. \u00a0Many have an easy\u00a0&#8220;age based target&#8221; set of funds. \u00a0These funds will usually have a theme (domestic, aggressive, moderate, etc) and will become more conservative as the 529 beneficiary reaches college age. \u00a0You will generally also have the option to create your own mix of funds (from a limited selection they offer).<\/div>\n<h3 class=\"_oDd\" data-hveid=\"27\">Qualified\u00a0Institute<\/h3>\n<div class=\"_oDd\" data-hveid=\"27\">Awesome so you can grow investments and use the gains tax free for higher education at a qualified institute. \u00a0Most people think of college when you hear &#8220;higher education&#8221; and they are probably going to be pretty safe that those are qualified institutes, but 529s are actually a little bit more flexible than that. \u00a0Qualified institutes could be schools abroad and vocational schools as well.<\/div>\n<div class=\"_oDd\" data-hveid=\"27\"><a href=\"https:\/\/www.irs.gov\/individuals\/eligible-educational-inst\">According to the IRS<\/a>:<\/div>\n<blockquote>\n<div class=\"_oDd\" data-hveid=\"27\">\n<p>An eligible educational institution is a school offering higher education beyond high school. It is any college, university, vocational school, or other post secondary educational institution eligible to participate in a student aid program run by the U.S. Department of Education.<\/p>\n<p>This includes most accredited public, nonprofit and privately-owned\u2013for-profit postsecondary institutions.<\/p>\n<\/div>\n<\/blockquote>\n<p>The best way to check is the ask the school and <a href=\"http:\/\/www.savingforcollege.com\/eligible_institutions\/\">check online<\/a>. \u00a0Do both as some schools may not show up in the list online.<\/p>\n<h3 class=\"_oDd\" data-hveid=\"27\">Qualified Expenses<\/h3>\n<div class=\"_oDd\" data-hveid=\"27\">Generally these are any expenses that are required to attend the school. \u00a0A few examples below:<\/div>\n<ul>\n<li class=\"_oDd\" data-hveid=\"27\">First up are any tuitions for the school<\/li>\n<li class=\"_oDd\" data-hveid=\"27\">Room and board also count, but it can&#8217;t exceed the room and board cost used when calculating financial aid (a.k.a how much the school would charge you for room and board on campus). \u00a0Best to check with the school to find out the amount if the plan is to live off campus.<\/li>\n<li class=\"_oDd\" data-hveid=\"27\">Any <strong>required<\/strong> books for courses.<\/li>\n<li class=\"_oDd\" data-hveid=\"27\">Computers can be counted as a qualified expense as long as they are mainly used by the beneficiary during years that they are enrolled.<\/li>\n<li class=\"_oDd\" data-hveid=\"27\">Computer software is less clear, but\u00a0if it&#8217;s required for class it counts. \u00a0Pro-tip: check the campus store for education versions as they tend to be much cheaper too.<\/li>\n<\/ul>\n<h4>Not Qualified Expenses<\/h4>\n<ul>\n<li>Transportation (even to\/from school)<\/li>\n<li>Health Insurance (even university insurance)<\/li>\n<li>Sports or club fees<\/li>\n<\/ul>\n<h3 class=\"_oDd\" data-hveid=\"27\">Flexible Beneficiary System<\/h3>\n<div class=\"_oDd\" data-hveid=\"27\">\n<div class=\"_oDd\" data-hveid=\"27\">So&#8230;what happens if your student decides, they don&#8217;t want to be a student. \u00a0Does all that money go to waste? \u00a0Not exactly. \u00a0The plan is fairly flexible and there are no penalties to changing the beneficiary. \u00a0<a href=\"https:\/\/www.irs.gov\/uac\/529-plans-questions-and-answers\">Again&#8230;the IRS<\/a>:<\/div>\n<blockquote>\n<div class=\"_oDd\" data-hveid=\"27\">Yes. There are no tax consequences if you change the designated beneficiary to another member of the family. Also, any funds distributed from a 529 plan are not taxable if rolled over to another plan for the benefit of the same beneficiary or for the benefit of a member of the beneficiary\u2019s family. So, for example, you can\u00a0roll funds from the 529 for one of your children into a sibling\u2019s plan without penalty.<\/div>\n<\/blockquote>\n<\/div>\n<h3 class=\"_oDd\" data-hveid=\"27\">529 Drawbacks<\/h3>\n<ul>\n<li class=\"_oDd\" data-hveid=\"27\">Note that 529s can only be used on\u00a0higher education. \u00a0You can&#8217;t use these funds for a private high school for example.<\/li>\n<li class=\"_oDd\" data-hveid=\"27\">If your student qualifies for financial aid 529s can also affect the amount they may get.<\/li>\n<li class=\"_oDd\" data-hveid=\"27\">There&#8217;s also some minor complexity as to how the 529 disbursements are counts depending on who the account owner is (generally this manifests as parents vs grandparents). \u00a0More on that in a future post.<\/li>\n<li class=\"_oDd\" data-hveid=\"27\">If you take money out of it for a non-qualified expense there&#8217;s a 10% penalty on top of the regular income tax.<\/li>\n<\/ul>\n<p>This is by no means a deep discussion of 529s, but I consider the above a decent starting point to understand how they work and decide if it&#8217;s something you should investigate further.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>If you&#8217;re interested in\u00a0this you&#8217;re probably a parent and looking to save for your kid&#8217;s future college fund and heard that a 529 is a great way to do it. \u00a0That&#8217;s awesome and from what I can tell mostly\u00a0true. \u00a0Given how fast higher education costs are growing planning ahead is a good thing, but is [&hellip;]<\/p>\n","protected":false},"author":2,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"nf_dc_page":"","om_disable_all_campaigns":false,"_jetpack_memberships_contains_paid_content":false,"footnotes":""},"categories":[3,4],"tags":[14,20,35,77],"class_list":["post-136","post","type-post","status-publish","format-standard","hentry","category-dadlife","category-finances","tag-dadlife","tag-20","tag-college","tag-saving"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.6 - https:\/\/yoast.com\/product\/yoast-seo-wordpress\/ -->\n<title>5-20 What?
